About the Ministry
The Ministry of Youth And Arts (MoYA) is a Central Government institution mandated to create an enabling environment for the socio-economic empowerment of the youth, promotion and development of arts.
Overview
Mission: The Ministry of Youth and Arts has the mission to create an enabling environment for the socio-economic empowerment of the youth, promotion and development of arts.
Responsibilities
The Ministry of Youth and Arts has the following responsibilities:
To develop, disseminate, implement, monitor and evaluate national policies, laws, strategies and programmes aiming at the promotion and development of youth and arts;
To nurture ethical values among youth;
To elaborate socio-educational programmes to ensure mentoring of youth and artists for their social development and community engagement;
To oversee, evaluate and assist other relevant organs in the implementation of policies and programmes for youth and arts development;
To set up and implement indicators for evaluating the impact of policies, strategies and programmes aimed at the development of youth and arts structures and consolidate related data provided by districts;
To prepare periodic and annual reports on the impact of policies, strategies, programmes and projects aimed at the development of youth and arts structures, to be submitted to the Government;
To oversee the institutions under its supervision in the:
Mobilisation of resources and their use for development of the youth and arts;
Promotion of strategies aimed at facilitating the youth, artists business starters and youth employment providers;
Promotion of partnership between public and private sectors to create job opportunities for the youth and artists;
Promotion of partnership in private investment for socioeconomic development of the youth and artists; and
Establishment of partnership to ensure that stakeholders are working together to address socio-economic needs of the youth and artists.
The Minister
Hon. Dr. Utumatwishima Jean Nepo Abdallah
The Minister of Youth and Arts, Rwanda
Dr. Utumatwishima Jean Nepo Abdallah, is currently the Minister of Youth and Arts in the Government of Rwanda.
Prior to his appointment, he served as Physician in surgery department and Director General of Public Hospitals (Kinihira, Ruhengeri and Rwamagana Hospitals, in the last 10 years). He attended medical training from the University of Rwanda, Public health Masters from Manchester Metropolitan University (UK), and he is a PhD candidate from Gothenburg University in Sweden.
In research: Epidemiology Research Fellow at NIH (the US National Institute of Health). Investigated Risk factors for cardiometabolic diseases of African Immigrants in the greater Washington DC area. He published a paper in Nature Endocrine Reviews about the dangers of type 2 diabetes in Sub-Saharan Africa in relation to childhood stunting and westernization of the African diet. Currently, investigating child stunting in relation to gender dimensions, childcare behaviors, and maternal mental health in the Northern Province of Rwanda.
From University until now, worked with the national youth council in various youth development programs.
The State Minister
Ms. Umutoni Sandrine
Hon. Minister of State
Sandrine Umutoni serves as the Minister of State for Youth and Arts since 22 August 2023. Prior to that, she served for 7 years as the Director General at the Imbuto Foundation – a non-governmental organization founded in 2001 by the First Lady of Rwanda, H.E. Jeannette Kagame, to contribute to the development of a healthy, educated, and prosperous Rwandan society.
Prior to her work with Imbuto Foundation, Ms. Umutoni was involved with international development institutions, immigrant and refugee communities in Atlanta, USA. Her contributions encompassed education, policy research, as well as promoting access to literature and the arts in both the United States and Rwanda.
With a strong affection for her homeland, Rwanda, Sandrine Umutoni has a deep passion for community development, social studies, exploring new cultures, and the creative industries. Notably, she authored her debut children's book titled 'Nayima’s Prize' in 2016.
Ms. Umutoni's educational achievements include a B.A. in International Relations from Agnes Scott College in Decatur, Georgia, USA. Additionally, she holds an M.A. in French Studies and a Graduate Certificate in Translation from Georgia State University, Atlanta, Georgia, USA. She is proficient in French, English, and Kinyarwanda, and an intermediate level of proficiency in Spanish.
The Permanent Secretary
Mr. Ngabo Brave Olivier
Permanent Secretary
Mr. Ngabo Brave Olivier was appointed Permanent Secretary in the Ministry of Youth and Arts on December 20, 2024.
Prior to this appointment, Mr. Ngabo served as the Executive Secretary of the National Youth Council from September 30, 2024. He is also the founder of Your Well-Being Centre, an organization that focuses on various mental and physical wellness programs.
He holds a Doctorate in Management Studies (DMS) from the Kazian School of Management and a Master's degree in Marketing and Sales from the Rome Business School. He has over eighteen years of experience in managerial positions across various industries, including telecommunications (MTN Rwandacel, Airtel Rwanda, and Korea Telecom Rwanda Networks), banking (Bank of Kigali), insurance (Old Mutual Insurance), and NGOs such as IBUKA Rwanda. In these roles, he primarily served as a Marketing, Sales, and Programs Director.
Ministry Officials
Ms. Solange Tetero
Director General of Youth Empowerment
Ms. Solange Tetero joined the Ministry in November 2020. Prior to joining the Ministry, she worked on a diverse range of education and health programmes with the Imbuto Foundation, engaging, educating, and empowering young people at different levels.
She values constant learning and believes in the power of knowledge. She was involved with the Technical Centre for Agricultural and Rural Cooperation, ACP-EU, in the Netherlands, where she gained valuable skills in agriculture digitalization. She has extensive knowledge and skills in agriculture sector from the agriculture leadership and the farmer-led extension courses from CALA and JICA respectively.
She has occupied several leadership positions in her academic journey as the students’ representative, equipping her with relevant skills for leadership, team building, critical thinking, communication, and coordination.
Solange was awarded twice as one of the best performing girls by the First Lady of Rwanda through the Imbuto Foundation in a programme intended to promote girls’ education.
She holds an MSc in Public Health from Suffolk University, UK, and a B.S. in Soil and Environment Management from the University of Rwanda.
