Programs

The Ministry of Youth (MINIYOUTH) is a Central Government Institution mandated to create an enabling environment for Youth socio- economic empowerment.

Rationale

Leveraging on Road Maintenance Program currently implemented by the Ministry of Youth and Culture, the Ministry of Local Government, the Ministry of Infrastructure through Rwanda Transport Development Agency, Road Maintenance Fund and the National Youth Council. The program is designed to respond to the job creation and improvement of the quality of roads networks.

Progress:

  • So far, 154 companies are implementing the program in their respective districts (except Kigali City and Nyamasheke);
  • More than 15,000 youths have benefitted employment through the routine maintenance of unpaved roads;
  • 467 members of youth companies (engineers, technicians and accountants): are shareholders of 154 companies;
  • MYCULTURE through BDF has provided the working capital equivalent to 1.4 million to each participating company (153 million transferred to BDF and disbursed to all companies);
  • Under NSDEPS/NEP framework, 153     companies have all received micro leasing equipment (small compactor machines and wheelbarrows)

Target group

Skilled youth (civil engineers, technicians in construction and accountants) and unskilled youth (NEET category mostly located in rural areas)

Objectives

The overall Objective of this program is to improve the quality of roads maintained while creating employment opportunities for youth.

Implementation framework

Jointly working with MININFRA and its affiliated institutions (RTDA, WASAC and RMF) to mainstream youth employment in every infrastructure projects.
