The Minister of State in the Ministry of Youth and Arts, Sandrine Umutoni, officially opened the 4th Kigali Cine Junction Festival, reaffirming the Government of Rwanda's commitment to developing a vibrant and competitive film industry that contributes to job creation, attracts investment, promotes tourism, and positions Rwanda as a destination for international film productions.

In her keynote address, the Minister of State underscored the transformative role of cinema, describing it as more than a cultural expression. She noted that film is a powerful tool for development that preserves memory, challenges perspectives, inspires innovation, and builds empathy by telling authentic human stories that resonate across borders.

She reaffirmed the Government's continued commitment to supporting the growth of Rwanda's film sector through investments in skills development, access to funding, improved infrastructure, and strategic international partnerships. She emphasized, however, that building a thriving film industry requires strong collaboration among government institutions, filmmakers, producers, investors, development partners, and other stakeholders across the creative ecosystem.

Addressing young people and filmmakers, the Minister encouraged them to use their creativity with purpose by producing stories that inspire positive values, strengthen communities, and reflect Rwanda's rich cultural heritage. She urged creatives to remain grounded in the country's traditional values while embracing innovation and exploring new opportunities within the global creative economy.

The Minister also commended Imitana Productions for its vision and leadership in establishing the Kigali Cine Junction Festival as a premier platform for dialogue, collaboration, and creative exchange. She noted that the festival continues to connect filmmakers and industry professionals from Rwanda, across Africa, and around the world, contributing to the growth and international visibility of Rwanda's creative industries.

The Ministry of Youth and Arts remains committed to working with public and private sector partners to create an enabling environment where Rwanda's film industry can thrive, empowering young creatives, preserving the nation's stories, and expanding the country's presence on the global stage.
