The Ministry of Youth and Arts had a ceremony today. This ceremony was to say goodbye to Ngabo Brave Olivier who was the Permanent Secretary before and hello to Ishungure Parfait who's the new Permanent Secretary.

The Ministry and the National Youth Council want to say thank you to Ngabo Brave Olivier. They are thankful for the work he did. The way he led the Ministry.

The Ministry and the National Youth Council also want to welcome Ishungure Parfait. They wish him all the best in his job. They hope he does a job leading the Ministry of Youth and Arts. The Ministry of Youth and Arts wants to help people and make sure arts and culture are important in Rwanda. They also want to help Rwanda grow in a way. The Ministry of Youth and Arts will keep working on these things with Ishungure Parfait, in charge.
