Kigali, 15 August 2026

The Ministry of Youth and Arts has established the Rwanda Oscars Selection Committee (ROSC) for the 99th Academy Awards. The Committee selects Rwanda's official entry to the Academy of Motion Picture Arts and Sciences (AMPAS) in the International Feature Film category.

The Committee's mandate is to run a fair, transparent, and artistically rigorous selection process. It chooses the one film that best reflects Rwanda's artistic vision, cultural heritage, and storytelling.

How the Committee is formed and operates

• The Ministry of Youth and Arts appoints the Committee.
• The Committee comprises 13 members drawn from Rwanda's film and affiliated creative sectors.
• The Committee follows AMPAS guidelines and works independently, without outside influence.
• Every member watches all submitted films before voting.
• The Committee reaches its decision through open discussion followed by a secret ballot.
• The Committee selects one film as Rwanda's official entry to the International Feature Film category.

How to submit a film for consideration

Rwandan filmmakers may submit a film to the Committee for consideration as the national entry. To submit:

• Email the Committee at rwandaoscars@moya.gov.rw with the film's title, director, and a short synopsis.
• Confirm the film meets the Academy's eligibility rules for the International Feature Film category, set out in the rules linked below. In summary, the film must run over 40 minutes, carry a dialogue track of more than 50 percent in a language other than English, and complete a paid run of at least seven consecutive days in a commercial cinema within the Academy's eligibility window.
• Attach proof of the theatrical release, and include a secure link to view the film with English subtitles.
• Submit by the deadline stated in the committee's call for entries.

The committee reviews every eligible submission and selects one film. Only one film may represent Rwanda each year.
